Das globale Rahmenwerk für eine ambitionierte Nachhaltige Entwicklung ist die Agenda 2030 mit ihren 17 globalen Nachhaltigkeitszielen (Sustainable Development Goals, SDGs), die im September 2015 von den aktuellen 193 Mitgliedsstaaten der Vereinten Nationen (United Nations, UN) verabschiedet wurde. Die Agenda umfasst ökologische, soziale und wirtschaftliche Entwicklungsaspekte und denkt diese zusammen. Im Gegensatz zu früheren Programmen gilt die Agenda 2030 für alle Länder gleichermaßen und löst die Milleniumsentwicklungsziele (Millenium Development Goals, MDGs) ab, die sich die Vereinten Nationen im Jahr 2000 gesetzt hatten. Zum Leitbild einer Nachhaltigen Entwicklung haben sich die Vereinten Nationen bereits 1992 mit dem Aktionsprogramm „Agenda 21“ bekannt.

Globale Ziele für Nachhaltige Entwicklung

Die Agenda 2030 für nachhaltige Entwicklung (2015)

Am 25. September 2015 verabschiedeten die Mitgliedstaaten der Vereinten Nationen auf einem Sondergipfel in New York die Agenda 2030 mit dem Ziel, die Lebenssituation aller Menschen zu verbessern und gleichzeitig unseren Planeten zu erhalten. Die Agenda 2030 hat den Anspruch, die zuvor getrennten Prozesse der Millenniumentwicklungsziele und den Rio-Prozess zusammenzuführen. Zentrales Element der Agenda 2030 sind dabei die 17 globalen Nachhaltigkeitsziele, die einen universellen und alle Nachhaltigkeitsdimensionen einschließenden Katalog von festen Zeitzielen bilden. Ihnen vorangestellt sind fünf Kernbotschaften als handlungsleitende Prinzipien: Mensch, Planet, Wohlstand, Frieden und Partnerschaft (im Englischen spricht man von den „5 P’s: People, Planet, Prosperity, Peace and Partnership).

Beschlossen wurde die Entwicklung der Ziele auf der „Rio+20“-Konferenz im Jahr 2012. Obwohl noch keine konkreten Ziele ausformuliert oder beschlossen wurden, einigte man sich bereits auf Grundsätze, aus denen die thematischen Prioritäten der Nachhaltigkeitsziele hervorgingen.

Millennium-Entwicklungsziele (2000)

Staats- und Regierungschef*innen aus 189 Ländern kamen im Jahr 2000 auf dem bis dahin größten Gipfeltreffen in New York zusammen und verabschiedeten die sogenannte Millenniumserklärung. Diese Erklärung beschreibt Aufgabenstellungen für die internationale Politik und definiert die vier Handlungsfelder: Frieden, Sicherheit und Abrüstung; Entwicklung und Armutsbekämpfung; Schutz der gemeinsamen Umwelt; Menschenrechte, Demokratie und gute Regierungsführung. Auf Basis dieser Erklärung entwickelte eine Arbeitsgruppe aus Vertreter*innen der UN, der Weltbank, der OECD und zivilgesellschaftlichen Organisationen acht Millenniumsentwicklungsziele (Millennium Development Goals, MDGs), die bis zum Jahr 2015 erreicht werden sollten.

Indikatoren- und Fortschrittsberichte

Zur Überprüfung der Zielerreichung der Agenda 2030 wurden die 17 globalen Nachhaltigkeitsziele inklusive ihrer 169 Unterziele im Juli 2017 durch ein Indikatorensystem unterlegt, welches 232 Nachhaltigkeitsindikatoren umfasst, wobei bis heute nur ein kleiner Teil dieser Indikatoren aufgrund fehlender Datengrundlagen ausgewertet werden kann. Aus diesem Grund werden die globalen Indikatoren kontinuierlich weiterentwickelt, d.h. angepasst, ergänzt oder ersetzt. Auf Grundlage der ausgewerteten Indikatoren werden unterschiedliche Berichte verfasst, die den Status Quo und den Fortschritt der Nachhaltigen Entwicklung weltweit zusammenfassen.

Fortschrittsbericht des UN-Generalsekretärs

Jährlich veröffentlicht der UN-Generalsekretär einen Fortschrittsbericht, der primär auf den aktuellen Indikatorendaten zu den SDGs beruht. Er wird durch den alle vier Jahre veröffentlichten Global Sustainable Development Report (GSDR) ergänzt.

Global Sustainable Development Report

Der Global Sustainable Development Report (GSDR) ist die zentrale Bestandsaufnahme der Vereinten Nationen zur Erreichung der globalen Nachhaltigkeitsziele (SDGs). Er wurde von den Mitgliedsstaaten im Rahmen des Kommunikationsprozesses im Anschluss an die Verabschiedung der Agenda 2030 für nachhaltige Entwicklung in Auftrag gegeben und soll alle vier Jahre vor den Gipfeltreffen des High Level Political Forums (HLPF) erscheinen. Der GSDR fasst Ergebnisse anderer Berichte zusammen und zeigt auf, wo Synergien und Zielkonflikte zwischen den SDGs bestehen. Der Bericht soll Orientierungshilfen über mögliche transformative Pfade hin zu einer nachhaltigen globalen Entwicklung bieten und somit eine Brücke zwischen Wissenschaft und Politik bilden. In den Berichten wird verdeutlicht, dass die Erreichung der SDGs sehr stark von regionen- und sektorübergreifender Kooperation zwischen Regierungen, Institutionen und Akteur*innen aller Art abhängt. Eine Gruppe aus derzeit 15 Expert*innen, mandatiert vom High Level Political Forum (HLPF), erstellt die Berichte. Sie ergänzen die jährlich erscheinenden SDG-Berichte des UN-Generalsekretärs.

Spotlight Report on Sustainable Development

Seit 2016 veröffentlicht ein breites zivilgesellschaftliches Bündnis auf globaler Ebene, die sogenannte Civil Society Reflection Group - Mitglieder sind u.a. Global Policy Forum, Friedrich-Ebert-Stiftung und Brot für die Welt - den jährlichen Spotlight-Bericht. Darin bewerten die Autor*innen den Stand der Umsetzung der Agenda 2030 und nehmen die strukturellen Hindernisse für die Umsetzung unter die Lupe.

Sustainable Development Report

Der Sustainable Development Report (vorher: The SDG Index & Dashboards) wird von der Bertelsmann-Stiftung und dem Sustainable Development Solutions Network (SDSN) herausgegeben und stellt Fortschritte aller UN-Mitgliedsstaaten hinsichtlich der Erreichung der globalen Nachhaltigkeitsziele fest. Es ist kein offizielles SDG-Monitoring-Instrument, sondern ist als Ergänzung der offiziellen SDG-Indikatoren und der freiwilligen Berichte zum nationalen Umsetzungsstand der Agenda 2030 (Voluntary National Reviews, VNRs) zu verstehen.

Nachhaltigkeitsgremium

Hochrangiges Politisches Forum zu nachhaltiger Entwicklung der Vereinten Nationen

Im Jahr 2012 wurde auf der Konferenz der Vereinten Nationen für nachhaltige Entwicklung „Rio+20“ die Schaffung des Hochrangigen Politischen Forums zu nachhaltiger Entwicklung (High-level Political Forum on Sustainable Development, HLPF) beschlossen, welches die UN-Nachhaltigkeitskommission (CSD) ersetzt. Das HLPF ist das zentrale UN-Gremium zur Abstimmung der globalen Nachhaltigkeitspolitik. Seit seiner vierten Sitzung im Juli 2016 überprüft das HLPF unter der Schirmherrschaft des UN-Wirtschafts- und Sozialrats (ECOSOC) die Umsetzung der Agenda 2030. Alle vier Jahre soll das Gremium für zwei Tage auf Ebene der Staats- und Regierungschef*innen sowie jährlich für acht Tage, darunter drei Tage auf Minister*innenebene, tagen. Im September 2019 kamen erstmals die Staats- und Regierungschef*innen auf dem so genannten SDG-Gipfel zusammen. Auf dem Forum stellen UN-Mitgliedsstaaten unter anderem ihre freiwilligen Berichte zum nationalen Umsetzungsstand der Agenda 2030 (Voluntary National Reviews, VNRs) vor. Auch Vertreter*innen der Zivilgesellschaft, Privatwirtschaft und Wissenschaft erhalten die Möglichkeit, sich zur Umsetzung der Agenda 2030 zu äußern. Am Ende der Treffen steht jeweils eine politische Erklärung, die der Generalversammlung bzw. dem ECOSOC vorgelegt wird.
